Can foreign visitors rent a car in China?

A permit-first guide to checking whether self-drive is practical, preparing the local temporary-driving-permit process, and keeping a safer mobility fallback.

Short answer

Do not assume a foreign driving licence alone lets you rent and drive in China. Current Shanghai and Beijing official guidance says a short-term visitor who will drive a rented vehicle needs a temporary driving permit issued through the traffic-police process where the rental arrangement is handled. Confirm the rental company's current eligibility, vehicle, insurance, deposit, collection, and permit-support terms before booking a non-refundable road trip; if the permit or vehicle path is unclear, use rail, a staffed taxi, or a documented ride-hailing option instead.

Save before you go

Run a short no-signal rehearsal instead of assuming every app is ready.

  • Open downloaded maps or language tools in airplane mode.
  • Save the exact Chinese hotel and station names.
  • Keep account recovery and itinerary access independent of one phone.

Printing this page also keeps the guide answer and visible source links with this checklist.

Treat a rental as a permit process, not an app booking

Shanghai's Traffic Police says a temporary driving permit is the short-term Chinese document for visiting foreigners who drive a rented vehicle, while Beijing guidance says the application for a rented Chinese vehicle is made to the traffic authority where the car-rental agency is located. The rental platform, a foreign licence, or a booking confirmation does not replace that local decision.

  • Ask the rental company, in writing if possible, whether it accepts your document type and whether it can support the relevant local temporary-permit workflow.
  • Confirm the exact collection city, branch, vehicle class, named driver, insurance, deposit, fuel or charging, toll, parking, and return rules before paying.
  • Do not book a remote pickup or time-sensitive road itinerary until the permit, vehicle, and current pickup terms are confirmed by the responsible provider.

Prepare the documents and local road-rules session

Shanghai's current guidance lists entry-and-exit identity documents and a foreign driving licence, with a Chinese translation when the licence is not in Chinese. It says the applicant submits the form and photo at the vehicle-management office, completes the traffic-police road-rules learning session, and then receives the permit if eligible. Requirements and service channels can change by city and case, so check the local official office before travel.

  • Carry the original valid passport or relevant entry-and-exit document, plus the original valid foreign driving licence requested for your case.
  • Arrange a Chinese translation through an accepted official, qualified, or notarized route when the licence is not in Chinese; do not rely on an informal machine translation.
  • Allow time for the local application, photo, road-rules learning, and any eligibility review; do not assume the result or timing from another traveler's experience.

Match the permit to the rented vehicle

For rental vehicles, Shanghai says temporary permits cover small-size vehicles (C1) or small-size automatic vehicles (C2), and the permit must be carried with the foreign licence and Chinese translation. It also says to carry the rental contract for traffic-police inspection. The hire company still decides what it can provide and what its insurance or vehicle rules require.

  • Check that the booked vehicle class matches both the temporary-permit category and the category shown on the foreign licence.
  • Keep the permit, foreign licence, Chinese translation, and rental contract together while driving; keep copies separately for recovery, without leaving passport scans in the car.
  • Ask the provider how roadside assistance, breakdowns, damage reporting, tolls, parking, charging, and an accident are handled before accepting the vehicle.

Make the first drive replaceable

Beijing's official driving guidance says traffic keeps right and drivers must follow signs, markings, traffic-police directions, and road-safety rules. Save exact Chinese place names, a working map route, and a staffed fallback before departure. If an accident occurs, follow live police and emergency instructions, protect people first, and use the rental company's official incident process rather than negotiating an off-record solution.

  • Start with a daylight, low-complexity route rather than making an airport arrival or tight train connection the first self-drive test.
  • Save the confirmed Chinese address, parking entrance, rental-branch contact, and accommodation contact offline; a map pin is not proof of a valid road or parking route.
  • Keep rail, public transport, a licensed taxi rank, or a tested ride-hailing option available if weather, navigation, permit handling, or vehicle collection changes the plan.

Before you rely on this answer

China travel rules and app behavior can change by city, route, account, passport, airline, and local inspection practice. Treat this page as a traveler-friendly starting point, then verify official or provider details before booking or packing anything important.

Frequently asked questions

Can I rent a car in China with only my foreign driving licence?

Do not assume so. Shanghai and Beijing official guidance says visitors who drive a rented vehicle need a temporary driving permit through the responsible local traffic-management process. Confirm the rental company's live policy and the local authority requirements before paying.

What documents do I need for a China temporary driving permit?

Shanghai's current guidance lists entry-and-exit identity documents, a foreign driving licence, and a Chinese translation when the licence is not in Chinese. The exact supporting documents, location, and eligibility depend on the local authority and case, so verify them directly before travel.

What type of rental car can a visitor drive in China?

Shanghai says temporary permits for rented vehicles are for small-size vehicles (C1) or small-size automatic vehicles (C2). The permitted category must also match the applicant's foreign licence; confirm the actual car and rental terms with the provider.

Should I reserve a China rental car before getting the permit?

You may need a rental arrangement to identify the local process, but do not make a non-refundable self-drive itinerary depend on an unconfirmed permit or vehicle. Ask the provider and responsible traffic-management office how the current application and collection flow works, and keep rail or staffed transport as a fallback.
